Procurement Specialist

Overview

The Procurement Specialist is responsible for planning, executing, and overseeing all procurement activities for a major chemical-project delivery within a contractor environment. This includes managing strategic sourcing, negotiating supply agreements, ensuring compliance with technical and safety standards, and coordinating with engineering, construction, and project control teams to support successful project delivery on time and within budget.

We have a split working week, working Monday and Friday from home and Tuesday to Thursday in our office in Hessle.

Responsibilities
The Procurement Specialist shall be responsible for, but not limited to, the following:

  • Procurement Strategy & Planning
    • Develop and implement the procurement strategy aligned with project objectives, schedule, and budget.
    • Prepare procurement schedules, sourcing plans, and long-lead item strategies.
    • Identify and mitigate commercial, logistical, and supply-chain risks.
  • Sourcing & Supplier Management
    • Source and qualify suppliers for chemical-process equipment, bulk materials, engineered packages, instrumentation, and site services.
    • Conduct market analyses and supplier capability assessments.
    • Lead competitive tendering processes including RFQs, technical clarifications, bid evaluations, and recommendations.
  • Contract & Commercial Management
    • Negotiate commercial terms, pricing structures, delivery schedules, and warranties.
    • Prepare and issue purchase orders and service agreements in accordance with company procedures.
    • Manage contract variations, claims, and commercial disputes with suppliers.
  • Technical & Safety Compliance
    • Collaborate with engineering to ensure technical specifications, datasheets, and quality requirements are accurately reflected in procurement documents.
    • Ensure all materials and equipment comply with chemical-industry standards (e.g., API, ASME, ATEX).
    • Verify supplier adherence to health, safety, and environmental (HSE) requirements.
  • Logistics & Expediting
    • Oversee expediting of materials, fabrication progress, and delivery schedules to meet construction milestones.
    • Coordinate logistics, including international shipping, customs clearance, and on-site receiving controls.
    • Ensure proper documentation (MRBs, QA/QC certifications, MSDS, inspection reports) are completed and delivered.
  • Stakeholder Coordination
    • Work closely with project managers, engineering teams, construction leads, quality inspectors, and finance departments.
    • Provide regular procurement reports including cost forecasting, progress updates, and risk registers.
    • Attend project meetings and contribute to overall project planning and decision-making.
  • Systems & Process Control
    • Maintain accurate procurement records in ERP/procurement systems.
    • Ensure compliance with corporate procurement policies, governance, and audit requirements.
    • Drive continuous improvement in procurement practices and supplier performance.

Education Required (Essential)

  • Bachelor’s degree in Supply Chain, Engineering, Business, or related field.
  • Procurement experience within chemical, petrochemical, oil & gas, or heavy industrial projects.
  • Strong understanding of technical procurement for engineered equipment and packages.
  • Proven track record negotiating complex supply and service contracts.
  • Experience within an EPC/EPCM or contractor project environment.
  • Familiarity with international codes and standards applicable to chemical facilities.
  • Proficiency with procurement/ERP software (SAP, Oracle, or equivalent).

Education Required (Desirable)

  • Professional certifications (CIPS, CPSM, PMP or similar).
  • Experience in greenfield and brownfield chemical facility construction.
  • Knowledge of logistics for hazardous materials and chemical equipment.
  • Exposure to modular fabrication or packaged process units.
