OSL were requested by the largest independent Oil and Gas Company in Nigeria to develop a viable technical solution for a large (7600t) LPG receiving, storage and loading facility on a brown field site on the outskirts of Lagos.

The study was completed in less than 6 months with a multidiscipline project team based in the UK and Nigeria. Close contact was kept with the client in Nigeria to ensure that client’s requirements and expectations were met.

OSL were tasked with delivering the technical solution, schedule and cost estimate for the detailed design and construction of the facility to enable the client to make a commercial decision on the projects viability.


The facility design consists of jetty facilities, two 7200m3 storage spheres, road tanker loading, metering, control system as well as the associated utilities including a substantial firewater system.

There were a number of technical challenges associated with this project. This was a brown field site with very limited space, local infrastructure, (unreliability of power supply, poor access), distance to the jetty facilities making the management of vapour return more difficult.

A good understanding of the regulatory standards and engineering experience allowed us to provide a practical solution to these challenges.


Design package including details and specifications suitable for a commercial assessment to be made, including:

  • Large storage spheres
  • Multiple Road tank loading facilities
  • Firewater and deluge system
  • SCADA control
  • Challenging local conditions


The design of the system had to take into account the commercial storage size requirements and the compliance with the design code for separation distance and Hazard mitigation.  The civil design for liquid containment combined with the application of low density fire resistant coatings to extend the hazard mitigation time allowed a simpler and more cost effective solution to be adopted.
